Raising More Taxes on Cigarette


Cigarette for some people may play a necessary role in their everyday life, some smoke for relaxation or releasing emotions, some smoke for expressing certain manliness or sex appeal, others merely get into a habit of smoking. However, what about the people beside those smokers? Many people may agree that those who don't smoke do not have the obligation to receive secondhand smoke. Though some related laws already restrict the smoking areas for smokers, for further decreasing the influence of secondhand smoke and public health government should raise more taxes on the cigarette. The price of cigarette may hence rise, also it can reduce the customers' desire for purchasing cigarette as well as the generation of secondhand smoke directly or indirectly.

I. Introduction


1. The present situation of taxing cigarette in Taiwan.
2. Lower cigarette taxation will lower the budget for anti-smoking
3.Through taxing the cigarette government can control cigarette consumption and smoking population.


II. Present situation of cigarette taxes


1. Cigarette taxes can be decisive to the consumption of cigarette.

a. Higher taxes make cigarette prices higher and reduce the purchasing of cigarette.
b. Lower consumption of cigarette will reduce secondhand smoke and it will be helpful to public heath.


2. The budget of national insurance come from part of cigarette taxes.
a. The cigarette price contains the health tax.
b. Raising health tax will be helpful to the protection of non-smokers.


3. Cigarette tax is one important resource for government revenues, to expand the resource (raising tax) can contribute to the government finance.


III. The relation between cigarette Tax and public Health.


1. Secondhand smoke results in harms in human body.
a. Second smoke and smoking increase the chance of getting aspiratory diseases.
b. Second smoke causes infant deformity while pregnancy. It’s a big harm for a mother-to-be and her child.
c. Smoking will causes carcinogenic problems and cardiovascular problem, such as lung cancer, nasal sinus cancer and heart disease.


2. A method to decrease smoking population and second smoke—raising cigarette tax.
a. The advantage of raising taxes on cigarette.


(1) Extra taxation can help government finance.
(2) Higher cigarette prices will reduce smoking population, and secondhand smoke. That will be good for public health.
(3) Government can take advantage of the extra budget to perfect the protection for non-smokers.


IV. First hand data collection
1. Make a questionnaire about raising tax.
2. To Survey on the internet.
3. Interviewing some victims of secondhand smoke.


V. Conclusion
1. To come up with the effective influence while raising cigarette taxes
2. After all, non-smokers are the majority in the world, smokers should care about the people around them and at least try not to bother them when smoking.
